I taught special ed for 7 of my 9 years teaching before I became a stay at home mom so I know all the lingo you're learning. An IEP begins at 3 or when a child starts school. For kids younger than 3 the government provies an IFSP (Individual Family Service Plan) very similar in style to an IEP with goals and documenting benchmarks. AzEIP stands for Arizona's Early Intervention Program for kids under 3 who are obviously delayed in one or more areas. My son was evaluated at 19 months but I think they may even help kids younger than that if they are severely delayed.
